There are concerns that the spaces available in schools to create new nursery capacity are not necessarily in areas with the greatest demand for places. You can find the Government’s own assessment of the need to grow places by local authority area here.

The DfE has set the criteria for schools accessing funding for extending or developing new nurseries and breakfast clubs. This must be demand-led and they must not duplicate or threaten provision that is already established in the local area.

What are Childcare Sufficiency Assessments?

Local authorities across England have a duty of sufficiency, to make sure there are enough childcare places including early years and wraparound to meet demand from the families in their area.

As part of this sufficiency duty they must produce regular Childcare Sufficiency Assessments.

What is NDNA doing about this?

During the summer 2024 we asked all local authorities in England whether they had updated their assessment reports in the last two years. We also asked if they could send NDNA their latest assessment report.

Out of 122 who responded, 99 local authorities had updated their assessments in the last two years. Please find a list below of all those reports from local authorities who sent these to us. Some will be missing but hopefully you will find what you need. If not, try searching for them on your local council website or contact your local authority early years team.

Each report is produced differently but, within the assessment reports, you should be able to find information about your council area but also your local ward area. This will include numbers of children needing funded places, those with SEND, childcare places for wraparound to age 12 etc.

How will NDNA’s Childcare Sufficiency Assessment Report research help you?

This should help you to understand whether there is enough demand for additional services in your local area or not – including whether there is a strong argument for you to expand or open an additional nursery. If you are concerned that there is not enough demand for your local school(s) to offer similar services to yourself, contact the council’s early years team to put forward your case.
