Rochdale MP Paul Waugh replaces Minister Olivia Bailey
Rochdale MP Paul Waugh has replaced Early Education Minister Olivia Bailey as parliamentary under-secretary of state for education, although to date (23 July) he’s not been given a title or brief for his role.
New minister Paul Waugh was voted in at the last General Election in July 2024. Prior to that he was a political journalist.
He has been appointed as part of new PM Andy Burnham’s ministerial overhaul.

This is a crucial and decisive time for children, families and the future viability of many settings in the sector. While the Government is focussed on the cost of living, it is imperative to recognise that over 90% of the growth in funded places is being delivered by PVI providers. We must keep clear sight on the purpose of high-quality early education and care. It sets children up for life-long learning, it can close the attainment gap which is currently growing as well as boosting our economy.

Olivia Bailey, who replaced Stephen Morgan in September 2025 was “disappointed” to leave the Government but proud of her achievements over the past year.
